About CaravanBLACK SEA RING HIGHWAY CARAVAN The Black Sea Ring Highway Caravan by road will start in Belgrade on the occasion of the meeting of the Black Sea Economic Cooperation Organisation (BSEC) Council of Ministers of Foreign Affairs on 19 April 2007 and arrive in Istanbul, where the BSEC Headquarters are located, on 29 May. The journey could be followed at www.iru.org, www.bsec-organization.org, www.bsec-urta.org and www.BlackSeaCaravan.org Purpose of the Project Governments of Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Serbia, Turkey and Ukraine are members of the BSEC Organisation, which considers road transport facilitation as a priority in the recent years. According to the BSEC MoU on the Facilitation of Road Transport of Goods which entered into force on 20 July 2006, the signatory governments undertake to facilitate road transport by gradual liberalisation of the road transport market, simplification of procedures, harmonisation of charges and facilitation of professional driver visas. In this context, the signatory governments set up a Steering Committee for implementation of this MoU, which held its first meeting in Istanbul on 21 March 2007. Now, the BSEC governments sign another BSEC MoU on Coordinated Development of the Black Sea Ringh Highway, in Belgrade on 19 April 2007. Initiated by the BSEC Secretary General, supported by the BSEC governments and organised by the IRU and BSEC-URTA in partnership with national road transport associations, the objectives of the Black Sea Ring Highway Caravan project are:
The participants of the
Caravan are the following associations, which are members either or both of the
IRU and BSEC-URTA: ANALTIR (Albania), AIRCA (Armenia), ABADA (Azerbaijan),
AEBTRI (Bulgaria), GIRCA (Georgia), OFAE (Greece), AITA (Moldova), ARTRI and
UNTRR (Romania), ASMAP (Russia), SC-ATT and MT (Serbia), TOBB and UND (Turkey)
and AIRCU (Ukraine). The national truck and the driver which will join the Black Sea Ring Highway Caravan was arranged by the associations. The Caravan is organised under patronage of the BSEC Pemanent International Secretariat and jointly by the IRU and BSEC-URTA. The Caravan is supported by 12 sponsors, which work actively in the transport field or support the BSEC’s activities, in general. Sponsors are:
Composition The Caravan is composed of 12 trucks from the 12 BSEC Member States. Participating Trucks are dressed with special Caravan signs and materials, while each truck carries the logo of its related association. Official Farewell Ceremony The Caravan starts from Belgrade (Serbia)
on 19 April 2007 after an official Caravan Farewell Ceremony to be preceded by
a special signing ceremony of the BSEC MoU on Coordinated Development of Black
Sea Ring Highway by BSEC Ministers of Foreign Affairs. En Route Ceremonies The Caravan will be escorted by a representative of the national road transport association in each country. The national associations will organise special ceremonies in each country. National ceremonies will be held at the following locations:
Official Closing Ceremony The Caravan will end in Istanbul (Turkey)
on 29 May 2007 by an official Caravan Arrival Ceremony to be held with the
participation of the Caravan Executive Committee. During the ceremony, the Caravan Leader will return the Caravan Trophy to the BSEC Secretary General, which had been delivered to him during the start ceremony in Belgrade on 19 April 2007.
